Summary

Bug fixes related to generating forms from OpenAPI 3 service descriptions.
Changed the library used for generating PDF files from iText PDF library to OpenPDF.
Included utilities AdminTool.jar and propertySynchronizer.jar in the build process rather than keeping them as static packages.
