XRDDEV-2592

Fix

Fix issue with Central Server always generating a global configuration with a different hash when multiple sign keys are present in the configuration. The issue caused the Security Server to download the full global configuration every refresh cycle even if nothing had changed.

XRDDEV-2610

Fix

Fix issue with signer not allowing access to the software token if connecting to the hardware token had failed.
